The Prescott Valley Town Council on March 20 voted unanimously to adopt Ordinance No. 2025-952, which amends Article 2-4 of the town code to clarify when council members may appear and participate in meetings through electronic means.
Town attorney and staff presented amendments that limit routine remote voting and require physical presence for votes except in narrowly defined circumstances, such as a municipal emergency or to achieve a quorum for urgent business. Council member Freund proposed, and the council accepted, an additional modification to permit each council member to attend by technology two times per calendar year—this allowance will take effect once the council’s upgraded audiovisual system is operational. The ordinance will take effect 30 days after passage and approval, per the text read at the meeting.
Council members said the change is intended to balance flexibility and the desire for in-person deliberation. The council’s unanimous vote enacted the amendment and staff said they will update operating procedures as the audiovisual system becomes available.
Ordinance text included a savings clause that preserves remaining provisions if any part is invalidated by a court.
