The Prescott Valley Town Council on March 20 unanimously approved a motion to withdraw agenda item 11a, the construction contract award for the Summit Tank 18-inch waterline (CIP CW2507) in the amount of $1,098,282.50, after the apparent low bidder, PAP LLC, asked to withdraw its bid.
Public works staff explained the project scope: the 18-inch line will connect the Summit tank on Glassford Hill to a lower tank farm to increase capacity and redundancy for firefighting and system operations. The council learned the project received nine bids; staff said the lowest bid was substantially below the next-lowest and that PAP LLC subsequently requested to withdraw its bid. Mr. Rogers (project presenter) and Mr. Wadsworth recommended pausing to re-evaluate and return the item at a future meeting, potentially recommending award to the second-lowest bidder.
A council motion to withdraw the item (to bring it back at a later date) passed unanimously. No replacement contractor was named. Staff said they would return the item to a future meeting—staff estimated they would come back in two weeks with a recommendation.
The tabling preserves the town’s ability to reassess bids and confirms staff will not award the contract when the submitting low bidder has withdrawn. No construction work was authorized by the council at this meeting.
