Council approves minutes, contracts and ordinances in unanimous votes; several items scheduled for later hearings

The Tempe City Council on March 11 approved a set of minutes, contracts, procurement items and ordinances by unanimous votes and introduced other measures for future public hearings.

Among the formal actions, the council approved the prior meeting minutes (item 4A1) on a motion by Councilmember Amberg, seconded by Councilmember Keating; the vote was recorded as 7 to 0. The council also accepted Board, Commission and Committee meeting minutes for items 4B1 through 4B4 following a motion recorded in the meeting; that item passed 7 to 0.

On the nonconsent agenda the council approved a two‑year contract (with three one‑year renewal options) for maintenance and repair services on city fire apparatus and heavy vehicles. Vice Mayor Garland moved the contract award to Fire Truck Solutions; Freightliner of Arizona LLC (d/b/a Velocity Truck Centers); W. W. Williams Company LLC; and RWC Group; Councilmember Chin seconded the motion and the item passed 7 to 0.

The council also approved use of one‑year Mohave Educational Service Cooperative contracts for playground, splash pad and related equipment with multiple vendors for the Community Services Department. Councilmember Adams moved and Councilmember Hodge seconded; the motion passed 7 to 0.

For land-use actions, the council held a second and final public hearing and adopted an ordinance approving a planned area development overlay and development plan review for a new seven‑story self‑storage building for U‑Haul Moving and Storage at Tempe Town Lake (500 North Scottsdale Road). Councilmember Hodge moved the item, Councilmember Keating seconded and the item passed 7 to 0.

The council also adopted a resolution authorizing substantial amendments to the fiscal-year consolidated plans and annual action plans for the Community Development Block Grant (CDBG), HOME Investment Partnerships Program and Emergency Solutions Grant. The amendments authorize Americans with Disabilities Act (ADA) accessibility activities at the Tempe Envision Center and clarify purposes for acquisition, affordable housing and related activities. The motion was moved by Vice Mayor Garland, seconded by Councilmember Keating and passed 7 to 0.

Finally, the council adopted an ordinance amending Tempe City Code Chapter 2, Article 5, Division 10, section 2‑269 to align Commission on Disability Concerns officer selection to the calendar year and to limit consecutive service in each role; that motion was made by Councilmember Hodge, seconded by Councilmember Adams and passed 7 to 0.

Several introduced ordinances were read for first public hearing only and scheduled for second hearing and final adoption on March 27, 2025; those items were not voted on at the March 11 meeting.
