The Board adopted Resolution No. 2025-10 to set a standard reserve price for surplus county fleet vehicles offered to other government agencies and nonprofit organizations before public auction.
Rob Kane, the county’s fleet manager, told the Board the Fleet Management Committee recommended using a vehicle’s low-end blue-book value as the reserve price when offering the vehicle to a government entity or qualifying nonprofit prior to public auction. The committee said receipts return to the fleet program to offset replacement and maintenance costs.
Several supervisors raised equity and practical concerns. One member said a firm reserve price "defeats the purpose" of assisting neighboring public agencies that may need used equipment. After debate the Board adopted the resolution with a modification instructing staff to set the blue-book value as the baseline and to allow municipalities or nonprofits to request board consideration for a price adjustment based on special circumstances. The modified resolution requires any below-reserve sale to be approved by the Board.
Why it matters: The change creates an orderly, transparent method to offer vehicles to other public or nonprofit agencies before public sale while preserving fleet-replacement reserves. The caveat approved by the Board preserves discretion to assist neighboring jurisdictions in unusual cases.
Implementation: Fleet staff said they have had relatively few conveyance requests in recent auctions (historically a handful per year) and will apply the new rule going forward; the County will continue to document vehicle condition and blue-book valuations in sale packets.
