Sunrise awards Sawgrass wastewater construction and construction-management contracts; commissioner flags contractor workload

The City Commission on April 8 approved a contract award and a companion construction-management agreement for improvements at the Sawgrass Wastewater Treatment Plant headworks and influent piping.
Council action on consent items 4B and 4C authorized the city to award Bid No. 24-79-08-CM to TLC Diversified Inc. for the Sawgrass Headworks affluent/influent line improvements and to enter a project agreement with Hazen and Sawyer for construction-management services. Both items passed on recorded votes with no public comment.
Commissioner Joseph Scudo called the item up from consent to ask staff about contractor performance history and the fact that TLC already is the general contractor on multiple major water and wastewater projects for the city, including a $37 million Train A secondary improvements contract and other active projects. Utilities Director Rodrigo De Castro told the commission TLC currently has three active projects with the city — a phase-one electrical upgrade (roughly $5.6 million), a Train A secondary improvements contract (about $37 million) and a phase-two electrical upgrade (about $7.2 million) — and that staff finds their work product satisfactory.
City staff said the low bid was within 6% of the engineer’s estimate and noted construction efficiencies because the TLC contract work is adjacent to an active, TLC-managed project. Commissioners voted to approve both the construction contract and the Hazen & Sawyer construction-management agreement; both items passed 5-0. Commissioner Scudo asked staff to monitor change orders and contractor performance closely.
