Votes at a glance: council approves insurance contract, consultant amendment, referrals and several procedural items

City Council handled a cluster of administrative motions and referrals along with two public-hearing items that received routine votes. The meeting produced unanimous votes on insurance procurement, a consultant amendment, a set of preliminary assessments, and a number of committee referrals.
Key actions (all votes recorded as unanimous 9-0 unless otherwise noted):
- Brown & Brown property insurance (H1): Council authorized the mayor or designee to accept Brown & Brown of Florida Inc.’s proposal to provide property insurance coverage effective April 1, 2025. The item was approved after a short committee briefing.
- Professional services amendment with Stantec (F2): Council approved Amendment No. 1 to a task order with Stantec covering additional work on the city’s utility-rate program, including billing-and-collection analysis, post-storm billing analysis, bond feasibility supplemental work and a $20,000 allowance. Staff said some work had already been performed and the amendment enables payment and continuation of the program.
- Referrals: Council agreed to refer several policy discussions to committees: a public-scooter-share presentation and RFP materials to the Housing, Land Use and Transportation Committee (H-LUT) for May; a budget finance referral on disaster short-term financing to BF&T; and other items including a request to discuss flexible sale terms for surplus, unbuildable lots (this item did not receive a second and did not advance). Two other new-business items (a proposed single-family hybrid zoning classification and limits on corporate ownership) were withdrawn pending legislative developments.
- Preliminary assessments and code items (J1–J3): The council approved three preliminary assessments for code-enforcement lien actions (lock clearing) during public hearings.
- Public hearings and procedural votes: In addition to the utility-billing ordinance (covered in a separate article), council approved companion resolutions related to billing policies and procedures.
What it means: Most of these votes were routine or administrative and carried without debate. Several referrals will bring staff-level presentations and RFPs to committees in coming months; the insurance agreement and Stantec amendment were positioned as staff-initiated items tied to ongoing city operations.
