The resolution does three things: it authorizes the county manager — or the manager’s designee — to designate a hearing officer to hear appeals under ARS 11‑8‑32; it adopts initial hearing rules governing the administrative proceeding; and it permits the county manager or the manager’s designee to amend those hearing rules in the future.
Gary summarized the resolution and answered board questions before the board voted. "This is a resolution, which effectively does 3 things," Darren Gary said during his presentation.
A board member moved to approve item 6 and another board member seconded. The motion passed; the board chair announced, "Ayes have it." No roll‑call with individual vote names or numerical tallies was recorded in the public transcript.
