Navajo County adopts design and construction standards manual to standardize road and development work

The Navajo County Board of Supervisors unanimously adopted Resolution No. 03-25 (as listed on the agenda) approving the Navajo County Design and Construction Standards and Specifications Manual, a comprehensive guide intended to standardize design and construction of public roadways and related infrastructure across the county.
Will Flake (presenting staff) said the manual comprises 14 chapters covering land division, survey and improvement plans, roadway design, drainage, traffic engineering, utilities and more. The manual is based on national, state and local standards, supports existing ordinances, and delegates authority to the county engineer to update the document as needed. It includes three tiers of waivers—administrative, technical and detailed design waivers—to provide flexibility for atypical projects.
Flake told the board the manual was shared with five local engineering firms and all municipalities; staff received one formal response and the draft was posted on the county website for public review. The manual is intended to make expectations clearer for developers and speed reviews by giving consistent technical requirements in advance of design work.
Vice Chair Whitesinger and other supervisors commended staff for producing the manual and said it should reduce uncertainty for developers and the public. The board voted unanimously to adopt the manual. No changes to the county code were recorded in the meeting minutes; the manual is intended to complement county ordinances and support consistent implementation.
Key details provided by staff during the presentation: the manual includes chapters on land division, roadway and drainage design, traffic impact analysis procedures, grading and sediment control, landscaping and irrigation, utilities, right-of-way and access management, CAD standards, and an appendix of forms and details. Staff said the manual will streamline reviews and help ensure public safety and consistent design across the county.
