Sherry Elkins, regional director for First Things First in the Graham–Greenlee region, asked the Greenlee County Board of Supervisors to sign a proclamation recognizing the Week of the Young Child in April 2025. Elkins described First Things First as Arizona’s early childhood agency (funded through a tobacco tax) and said the proclamation would raise awareness of early childhood development and local resources for families.
The proclamation text cited the role of early childhood programs in building lifelong learning skills and noted that public policies supporting early childhood education strengthen families and the economy. Elkins presented a local resource guide and children's books for the supervisors and requested a group photograph for statewide collection of proclamations.
A supervisor moved to adopt the proclamation. The motion was seconded and the board voted unanimously in favor.
Why it matters: The proclamation is symbolic and aimed at raising public awareness of early-childhood services and local resources; no new county funding was committed at the meeting.
