The board voted to approve an agreement with the Nebraska Department of Transportation for project STPHSIP‑92‑2121 and adopted a related resolution authorizing execution of the contract. The board also authorized a county right‑of‑way permit for Consolidated Communications and set the bond for that permit at $8,000.
The board set public hearings for two road‑vacation petitions — one filed by Tim O’Connor (Spinner Road) and one by Brian Grama (West Vista Drive) — for 8:30 a.m. on April 30, 2025, and instructed staff to publish notice and mail certified copies to abutting property owners. Highway Superintendent Thomas Wilbur reported he does not recommend vacating the Spinner Road segment because alternate routes in the area are in poor condition; he recommended approving the West Vista (Grama) request as feasible.
On road maintenance funding, the board authorized Wilbur to spend up to $250,000 for chip seal materials and operations this summer (rock, oil, fog seal and freight), noting prices fluctuate and some material sizes may change; the authorization is intended to let the highway department proceed without returning for separate approvals as quotes change.
