Ogallala fire district asks commissioners to pursue transfer of small northwest corner from Blue Creek to Ogallala coverage

Representatives of the Ogallala Willow Fire Protection District told the Keith County Board of Commissioners that a small portion of northwest Keith County that is currently within the Blue Creek Fire Protection District receives inconsistent or minimal service and should be moved into Ogallala’s response area.
Kevin Reiss, who identified himself as representing the Ogallala Willow Fire Protection District, said crews from Ogallala routinely arrive first on calls in that area but sometimes encounter Blue Creek volunteers who arrived without turnout gear or with equipment that staff described as substandard. He asked the county to begin a process to move that corner of Keith County under Ogallala’s fire district, saying residents there pay taxes that currently go to Blue Creek but are effectively served by Ogallala personnel.
Commissioners discussed the statutory and practical steps. County staff noted that reassigning a parcel or area typically requires discussions with the affected county (Garden County), the local fire board(s) and, in some cases, votes by affected property owners. Commissioners agreed to begin outreach: one commissioner volunteered to contact Garden County leadership to request an initial conversation and to invite the Blue Creek Fire Board to a discussion if Garden County supports exploring the change.
Emergency management and EMS coverage County emergency‑management and EMS staff said they already provide ambulance coverage for that area and that regional coordination is in place for larger multi‑agency incidents. Commissioners and fire officials said the proposed change is intended to align providers with the reality of who responds and to improve training, equipment and volunteer safety for residents in the affected area.
Next steps Commissioners asked staff to place the issue on the agenda for outreach: contact Garden County commissioners and the Blue Creek Fire Board, and report back to the board with options for statutory process, potential tax/levy implications and any required public‑notification steps.
