Board approves amendments to AZDOHS HSGP agreements to extend performance window and add funding for mountaintop repeater upgrades

The Gila County Board of Supervisors on Feb. 4 approved amendments to two Arizona Department of Homeland Security (AZDOHS) subrecipient agreements that support replacement of aging emergency communications equipment on mountaintop repeater sites.
County Emergency Management staff explained the project will replace civil defense repeaters, feed lines and antennas that are past their useful life. An environmental review was required because both mountaintop repeaters were discovered to lie within a FEMA-identified flood zone; that process extended the timeline and prompted AZDOHS to offer a performance-period extension through July 31, 2025.
One amendment extends the agreement (subrecipient agreement 21-AZDOHS-HSGP-210307-01) to July 31, 2025. A second amendment (subrecipient agreement 23-AZDOHS-HSGP-230305-01) provides an additional $14,000 of funding after other applicants withdrew and allowed reallocation; that money will restore feed lines and antennas that had been trimmed from the original application. The project originally received a partial award of $25,000.
County staff said the additional funding will complete the scope and that the environmental review board has cleared the project to proceed. The board voted to approve both amendments by voice vote.
Emergency Management staff did not specify exact equipment manufacturers or installation contractors during the discussion; the county will proceed under the terms of the subrecipient agreements with AZDOHS.
