Council accepts clean audit briefing, continues conditional‑use hearing and approves ACHD 5‑year work plan

Eagle City Council on March 11 received a favorable audit briefing from outside auditors and approved the staff‑recommended Ada County Highway District (ACHD) 2026–2035 work plan ranking. Council also continued one pending conditional‑use permit to April 8 at the applicant’s request and asked for additional documentation.
Kurt Folke of Quest CPAs told council the city’s financial statements were materially accurate and that the audit identified no internal control findings for the fiscal year ending Sept. 30, 2024. “Based on our audit procedures, we believe the numbers are materially accurate,” Folke said. He pointed council to the basic financial highlights, including a general‑fund reserve of about $7.95 million that staff described as roughly a six‑month operating reserve on current budgets.
Folke noted the city exceeded the federal single‑audit threshold in fiscal 2024 — previously $750,000, and recently raised to $1,000,000 — meaning additional federal reporting was required for federal award expenditures; he advised the council this single‑audit requirement may persist while ARPA dollars remain.
On transportation planning, staff asked the council to adopt the staff rankings for ACHD’s draft 2026–2035 work plan. The council approved the recommendation; staff said the city is elevating the State Highway 44 at Palmer intersection within its priorities after public requests and will discuss funding options with partner agencies.
The council also approved a motion to continue public hearing item 9a (a conditional‑use permit application) to the April 8 meeting at the applicant’s request and with direction that the applicant provide information on trash capacity and compliance with occupational safety requirements for proposed industrial uses.
