Council authorizes CMGC and hires architect for new Rexburg police facility

The Rexburg City Council voted to authorize two contracts to advance a planned police facility: a construction manager/general contractor (CMGC) contract with Headwaters and a design contract with Hummel Architects.
City staff described the CMGC agreement as zero cost during the pre-bond phase, with Headwaters’ fee set at 4.25% of estimated construction costs if the project proceeds to construction. The council approved the CMGC contract and directed the mayor to sign; a kickoff meeting is scheduled for early April.
On the architect selection, staff said Hummel originally proposed a higher pre-bond price but negotiated the scope down to programming and schematic design. The revised architect contract carries an upfront lump-sum fee of $85,000 and a construction-phase fee of 8.25% of construction costs. The council voted to approve the architect contract as negotiated.
City CFO Matt Nielsen and staff told the council the city had run a standard request-for-qualifications process: six architect proposals and multiple CMGC responses. Committee review and staff negotiations reduced scope and fee where possible. Nielsen described the negotiated architect scope as sufficient for pre-bond work: programming, schematic layout and cost assumptions rather than full construction drawings.
Councilmembers who served on the selection committees described the process as thorough. One committee member said the negotiated fees were comparable to other recent police projects in the region. The council authorized the mayor to finalize both contracts and begin the next steps in pre-bond planning.
If the project moves forward into construction, Headwaters’ 4.25% fee will be applied to construction costs. Hummel’s 8.25% construction fee will apply once the project enters the construction phase; the $85,000 schematic and programming phase is intended to establish space needs and order-of-magnitude cost estimates for a proposed bond.
No formal schedule for construction was set at the meeting; staff said the team will continue pre-bond planning and budgeting through the city’s capital planning and upcoming budget cycle.
