The Coeur d'Alene City Council completed a number of administrative and land-use actions at its Feb. 18 meeting, including appointments to advisory bodies, approval of engineering and construction contracts, and adoption of two ordinances vacating parts of public right-of-way.
Appointments and confirmations: The council appointed Scott Cranston, Virginia Tate and Bridget Hill to the Parks and Recreation Commission; John Swadick and Stephen Bodell to the Urban Forestry Commission; and Cynthia Newark to the Arts Commission. The motion to confirm those appointments passed on a roll-call vote (English — yes; Wood — yes; Miller — aye; Gookin — yes). Mayor Woody McEvers made the nominations.
Professional services and construction contracts: Council approved Resolution No. 25010, a professional services agreement with J-U-B (JUB) Engineers for on-call plan review and hydraulic-model support for water projects. The resolution passed on a roll-call vote (English — yes; Wood — yes; Miller — aye; Gookin — yes). The council also awarded a construction contract to Sonre Enterprises LLC (bid $210,761.50) for a Third Street outfall/stormwater swale project funded through an Idaho DEQ subaward; that approval (Resolution No. 25011) passed on roll-call (Wood — yes; Miller — aye; Gookin — yes; English — yes).
Right-of-way vacations: Council adopted two ordinances vacating public right-of-way. Council Bill 25-1003 vacated portions of Spruce Avenue adjacent to a proposed Foundry subdivision (no public objections from 59 certified mailings were reported); Council Bill 25-1004 vacated a 16-foot portion of alley in the Kootenay addition to allow improved parking and circulation for a proposed development (staff reported one written objection among 25 certified mailings). Both ordinances passed on roll-call votes and include easements to preserve access to city utilities where franchise utilities exist in the vacated areas.
Atlas Park kayak rental (consent calendar item 7C): Council initially pulled consent calendar item 7C (an agreement with Kayak Coeur d'Alene LLC to provide passive water-sport rentals at Atlas Park for five years) for separate consideration. Councilmember Kiki Wood moved to deny the agreement at that location for the proposed period; the motion was seconded and a roll-call vote was recorded during the discussion. Following additional motion and procedural steps to reinsert the item into a consent resolution, the council ultimately reconsidered and approved the full consent calendar including item 7C.
