Sheldon ISD trustees review wide-ranging policy updates recommended by TASB; board requests more time to study changes

Sheldon ISD administrators and a TASB consultant presented an extensive policy review to trustees during the April workshop, recommending deletions, revisions and additions intended to align local policy with TASB models, state code and the district’s District of Innovation (DOI) plan.

Scope of review: The committee reviewed board and administrative policies across board (B), finance (C), personnel (D), student (F) and other series. Staff recommended removing some items that TASB treats as administrative procedures or handbook content (for example, transportation safety provisions and some employment-hour language) and adding board-level policies where the district lacked them (site-based committee structure and inventory thresholds).

Key proposed changes and discussion points: - Deletions/moves to handbooks: Staff proposed deleting or moving several policies (e.g., use of district equipment outside work, some transportation safety language) into administrative procedures or the student/employee handbook where TASB advises. - Donations and gifts: Administrators proposed raising the unsolicited gift threshold and clarifying that donations targeted to a specific purpose (for example, a senior class fund) should come to the board if they exceed the stated dollar amount; staff recommended clarifying the current threshold and noting targeted donations must be disclosed. The administration proposed a new $5,000 baseline for inventory reporting and clarified a process for grouped items that together exceed the threshold (for example, band uniforms). - Superintendent purchasing authority: Staff recommended raising the superintendent’s delegated purchasing threshold (discussion included whether to increase to $150,000 and retain board notification practices). Administrators emphasized that removing a policy-level limit does not eliminate practice of informing the board about large purchases. - Student speakers and limited public forum: Staff recommended narrowing the set of events that must be opened as a limited public forum for student speakers (for example, campus orientation or certain student events) so the district is not required to treat awards events or pep rallies as open-forum platforms that could invite unscripted speech. - Adult student/diploma policy: Workshop discussion focused on Chapter 25 of the Texas Education Code and district practice for students age 21–26 seeking credit recovery or a diploma. Administrators described a district virtual credit-recovery pathway for adults (Edgenuity-based) and noted state law guidance limits district diploma options for students older than 26; trustees asked staff to confirm statutory details and return with a firm recommendation.

Trustee requests and timing: Board members asked for more time to review the large set of proposed changes. Administrators said the policy committee met with TASB and that some recommendations reflect TASB models while others are local choices. Board members asked for additional workshops or detailed briefings for particular policies of interest. Staff said they will accommodate additional review time and that individual policies can be moved to future regular meeting agendas once the board is ready.

Next steps: Administrators said they will circulate more detailed materials, accommodate trustees’ requests for further instruction sessions with TASB or policy committee members, and return with specific action items for board consideration at a subsequent meeting.
