Sheldon ISD's child nutrition staff outlined program changes, participation rates and nutrition standards during a board meeting presentation, highlighting menu revisions, student meal eligibility, participation data and plans to expand scratch cooking across campuses.
Assistant Director Jenny Lacour and new district dietitian Richard Hutchison joined the presentation. Staff said the child-nutrition program is funded primarily through USDA programs (National School Breakfast and National School Lunch) and described typical state reimbursement rates: $2.37 per reimbursed breakfast and $4.43 per reimbursed lunch; they also stated the current state reimbursements for paid students in the district as 42'cents for lunch and 39'cents for breakfast. Child nutrition staff said breakfast is free for all students in the district and that commodity foods and grant funding supplement the program; staff listed grant programs and vendors they use for produce and dairy.
The department outlined menu and service changes intended to increase participation: moving toward more scratch-cooking (training staff and replacing equipment as needed), adding hot breakfast items (brown-sugar cinnamon oatmeal, bacon-egg-cheese biscuits, breakfast tacos), adding more fresh fruits and vegetables, a "build-your-own" breakfast taco and parfait options, new pizza and deli lines at the high school, baked-potato bars with smoked brisket, burrito bowls, and wings at select campuses. Staff said flavored milk will not be offered at breakfast and will be limited at some elementary centers (pre-K will not be offered flavored milk) as part of healthier choices.
On nutrition standards, the dietitian said the district already meets current sugar standards and is preparing for stricter USDA sodium limits that will phase in (staff described plans to reduce sodium over the next two years and stated the standard will become more stringent through 2027). Vendors have been sampling lower-sodium and lower-sugar products with students.
Staff gave participation figures as of March 12: 8,326 students eligible for free meals, 825 reduced-price and 1,751 paid (which staff said represents an 83.94% combined free/reduced share). They said breakfast participation has been increasing at elementary schools but remains low at middle and high schools, reflecting national trends; staff described strategies to capture students at arrival points and to offer portable breakfast options at entrances. The department also said some campuses need more trained cooks to increase scratch-cooking capacity and that equipment replacement and USDA-compliant procurement processes will be required for that shift.
Board members asked about vendor relationships, allergy accommodations and staffing. Staff said vendors include major commodity and produce distributors, a dairy provider (Highland), and district-sponsored commodity bids; staff noted the district uses commodity dollars and vendor relationships to offset costs. On allergens, staff said the point-of-sale system flags students' allergies when IDs are entered and prevents disallowed items from being served. Staff also invited parents and community members to visit the Child Nutrition Office to review menus and offer feedback.
The presentation included examples of popular new menu items and described ongoing training and central support for kitchen staff; staff said the program remains fiscally solvent and that equipment and staff investments are planned to support the menu and scratch-cooking transition.
