Sheldon ISD publishes 2023–24 annual report, sets HB3 literacy and CCMR targets through 2027

Sheldon ISD officials presented the district'level annual report required by the Texas Education Agency during a public hearing, outlining the eight components to be posted online and providing the community a two-week window to request paper copies at district and campus offices.
The presentation, described as the Texas Academic Performance Report (TAPR) in the meeting, compiles student assessment and demographic data, financial reports, accreditation status, campus improvement plans, incident reports, postsecondary follow-up and House Bill 3 (HB 3) proficiency goals. District staff said the 2023 baseline data will be posted in PDF form on the Sheldon ISD website and made available in the administration building lobby and campus reception areas.
The district summarized key elements: student assessment results (STAAR/STAR), growth measures, bilingual/ESL programs, graduation and dropout rates, attendance and chronic absenteeism, staff demographics and financials (most recently available for 2022–23 from TEA). District presenters noted that A–F accountability ratings were not assigned for 2023–24 because state accountability remains affected by pending court decisions and related TEA guidance.
On House Bill 3 targets, district staff described the state'required five-year goal-setting process. For third-grade reading proficiency the district identified a 2023 baseline of 35% proficient ("meets and masters") and a five-year target of 46% by June 2027. The presentation listed interim benchmarks the district set for progress monitoring (stated in the presentation as 38% for 2024, 48% for 2025 and 43% for 2026). Staff said campus-level charts with the same grade-by-grade breakdown will be posted on the district website for public review.
To support the literacy goals the district described professional development and curriculum shifts undertaken for 2024–25: requiring K–5 teachers to receive training in the science of reading, increasing phonics and phonological-awareness instruction, using more guided reading and focused coaching (quarterly curriculum training at the administration building), after-school teacher support, campus-based coordinator support, and contracted LiteracyNow retired-teacher tutors placed at McCann, Carol and Sheldon Lake campuses.
District staff also summarized math and CCMR (college, career and military readiness) work. Math curriculum across grades K–8 and Algebra I was revamped, the district joined the TEA Math Academy and expanded guided-math small-group instruction. For CCMR, staff said the district set its own five-year targets and cited the 2023 combined baseline for high-school indicators; staff reported increases in dual-credit enrollment and industry-based certifications (from 13% to 31% in 2023 under state-approved certifications) and described campus plans to expand dual-credit and on-campus college classes.
The presenter said the district will return to the board annually to report progress against the HB 3 targets and that the full set of TAPR components and a glossary (Spanish version pending from TEA) will be posted on the district website within two weeks of the public hearing.
Questions from trustees were brief and procedural; staff identified the district contact for questions about the TAPR components and offered to route technical questions to appropriate program experts.
