Public Art Commission sets May planning meeting to finalize 2025 plan, reorganize working groups

Commissioners agreed at their April 9, 2025 meeting to use the May 7 session as a planning meeting to finalize a calendar-year 2025 plan and to reorganize working groups. The commission’s bylaws call for a calendar-year plan (presented in December in past practice and due Feb. 1 in the bylaws); commissioners acknowledged the plan is overdue and said May should serve as a working session to set priorities and membership.
Why it matters: the commission’s plan supports project selection, working-group activity and council-facing communications. Commissioners said clearer working-group assignments and shorter, more frequent meetings would accelerate project work and public engagement. Several commissioners suggested limiting formal meetings to about one hour when possible and using work groups for the substantive drafting and community outreach.
Discussion and next steps Commissioners discussed consolidating or updating the roster of working groups, ensuring each group includes no more than four appointed commissioners to avoid quorum issues, and assigning groups to return with one or two high-priority goals for the calendar year. Staff agreed to convert the draft plan to a shared Google document, populate current working-group membership, and ask each group to meet (in person or virtually) and submit recommended goals before the May meeting. The chair and vice chair will lead the initial review of applications for forthcoming commissioner vacancies and will coordinate work-group membership and the draft plan for the May meeting.
Commissioners also discussed calendar vs. fiscal-year timing: the commission’s calendar-year plan (Jan. 1–Dec. 31) and the fiscal-year report (ending June 30, due within 60 days after fiscal year end) overlap, complicating planning. Commissioners said they will document the overlap in submissions to council and strive to align deliverables with council deadlines.
The commission directed staff to disseminate the draft plan, update dates to refer to the 2025 calendar year, and request that working groups meet and report back in May. The planning materials and working-group assignments will be circulated in advance of the May 7 meeting.
