Council sets public hearing on CDBG annual action plan for April 21; budget hearing May 5 and ordinance readoption May 12 also scheduled

The Committee of the Whole set three public hearings during its April 7 meeting: the Community Development Block Grant (CDBG) annual action plan public hearing for April 21; the fiscal-year budget public hearing for May 5; and a hearing to readopt the codified ordinances for May 12.
Erin Butendorp and Doris Witherspoon of the Department of Economic Development and Planning presented the CDBG overview and said the annual action plan covers July 1, 2025 through June 30, 2026. They explained that the plan implements goals from the city’s five-year consolidated plan and serves as the city’s annual application to the U.S. Department of Housing and Urban Development (HUD). Eligible activities include housing rehabilitation, economic development, public services, public facilities and homelessness assistance under the Emergency Solutions Grant (ESG).
Witherspoon said the city has submitted draft numbers and will finalize allocations after HUD confirms the official award. Council members were told that the action plan process is citizen-driven and the city had already held planning commission hearings; the comment period opened March 20 and closes in April. Council then set the April 21 public hearing by voice vote.
Vice President Carter moved the resolutions to set the three hearings; each motion passed by voice vote.
The presenters urged the public and community organizations to review the draft action plan, and said final allocations could change with HUD’s determination. The action plan is due to HUD in May, though the city may submit amendments later if allocations differ from the draft.
