Kentwood commission approves contracts for housing development, trail paving, AV systems and bridge inspections

The Kentwood City Commission on April 1 authorized multiple contracts and agreements spanning infrastructure, parks, building systems and inspections. All items listed below were approved by the commission during the meeting.
Jefferson Farms East construction engineering The commission authorized the mayor to enter a contract with Land and Resource Engineering for construction engineering, inspection and testing services for the Jefferson Farms East development in an amount not to exceed $80,530 (including a 10% contingency). Staff said the work covers a new plat of 39 homes and will be funded from developer escrow. Motion: moved by Commissioner Arts and supported by Commissioner Morgan; motion passed by voice vote.
Paul Henry - Thornapple Trail improvements The commission authorized the mayor to enter a construction contract with Black Creek Excavating for pavement work on the Paul Henry Thornapple Trail in an amount not to exceed $594,000 (including a 10% contingency). Staff said four bids were received and Black Creek was the low bidder; the contract includes consulting and inspection costs. Motion passed by voice vote.
Community Center audiovisual systems The commission authorized an agreement with VICE Communications to design, provide and install audiovisual systems for the new community center in an amount not to exceed $557,264 (including a 10% contingency), with funds from the Parks & Recreation capital fund. The scope includes projectors, speakers, web cameras, hearing loops, cabling and staff training. Staff requested approval under "special circumstances" because the recommendation was not competitively bid. Motion: moved by Commissioner Arts, seconded by Commissioner Tyson; motion passed.
Public Works audiovisual systems The commission authorized an agreement with VICE Communications for audiovisual equipment and installation to support the Department of Public Works expansion and renovation in an amount not to exceed $70,685 (including a 10% contingency), funded from the property and building fund. Staff noted some existing equipment will be reused. Motion passed by voice vote.
Bridge inspection services The commission authorized a two-year contract with Rowe Professional Services Company for bridge inspection services (13 vehicular bridges and nine pedestrian bridges) in an amount not to exceed $10,890 (including a 10% contingency), funded from the major street fund. Staff noted federal rules require bridges be inspected every two years. Motion passed by voice vote.
Commissioners asked routine implementation questions about contractor experience, schedules and communication plans for projects that could disrupt neighborhoods. No project was tabled or amended; all were approved as described in staff memos.
