Committee clears technical workers’ compensation bill expanding premium‑audit authority

House Bill 280, described by its sponsor as a cleanup of last year’s reforms, was reported favorably by the House Labor and Industrial Relations Committee on April 24.
Representative Malloryne told the committee HB 280 was drafted to correct wording stricken during the amendment process on last year’s Act 782 that had altered the measure’s effect. The sponsor said the principal change this year expands the prior focus on payroll audits to cover premium audits and restores the legislature’s original intent to allow collection and audit actions under certain circumstances.
Witnesses from business and insurance trade groups were present in support; organizations indicated on committee cards included the Louisiana Restaurant Association, Associated Builders and Contractors of Louisiana, the Louisiana Association of Self‑Insured Employers and other industry groups. Opposing cards were filed by several organizations but no opponents spoke before the committee on this measure.
Representative Malloryne moved favorable reporting; the committee took a roll call and reported House Bill 280 favorably by recorded vote. The bill will now proceed toward consideration by the full House.
