The Angelina County Commissioners Court on Tuesday approved multiple routine development items, adopted a county permit policy for utility-line installation (with commissioner corrections), accepted donated equipment for county use and moved into executive session to discuss a personnel matter.
The court approved the preliminary plat and construction plans for Salem Ridge Phase Two in Precinct 3, a final minor plat (Connor’s Raffney Road Place) in Precinct 3, and a one-year addendum to the lease for Hangar 25 at the Angelina County Airport to allow a temporary office and restroom while the tenant plans construction of a permanent facility. The court also approved a county application for permits governing installation of pipe and utility lines within county rights-of-way, accepting modifications recommended by Commissioner Jeffer.
Jill Brewer, Angelina County treasurer, presented the monthly report for the period ended March 2025 and noted large withdrawals from investment pools to cover jail project expenses and regular expenditures; the court approved the report. The Angelina County Exposition Board donated a Massey Ferguson MF 47 10 semi-platform deluxe tractor with loader and a Bobcat T66 compact track loader; the court accepted the gifts for county use.
During discussion of subdivision items, engineer Jed Morris and county staff said the Salem Ridge Phase Two plans included drainage studies and that Four Way Water (the local water supplier) had reviewed a nonstandard water service agreement and would require sign-off before infrastructure was placed in service. County staff recommended the preliminary plat after requesting minor plan changes.
The court granted approval for the utility-permit form contingent on the corrections supplied by Commissioner Jeffer. The county’s stated intent is to require utilities to obtain permits and coordinate crossings so recent road repairs are not cut across after work is completed; staff said bore methods or trenching would be approved depending on site conditions.
The court then entered an executive session under the Texas Government Code to deliberate a personnel matter involving the road administrator. No final personnel action was announced when open session resumed.
