Multiple residents used the public comment periods to oppose replacing Samuels Public Library with an outside library services vendor or a for-profit operator. Speakers said the county's longstanding relationship with Samuels Public Library should be preserved, argued volunteer hours and local donations would not transfer to a private vendor, and accused some local appointees of pursuing book removals and of bias. John Jenkins, Rebecca Altizer, Eileen Dierig and others urged the board to keep Samuels Public Library intact and to reconsider actions that residents see as destabilizing the local library.
Residents cited specific consequences they expect from outsourcing: reductions in in-person services and programs, loss of volunteers and donations, and deterioration in local oversight. One commenter noted the library had won statewide recognition in the past and that Samuels has made detailed fiscal reporting available.
County staff did not present a final vendor selection at the meeting; instead staff described the RFP and contract timeline and said the RFP would be posted and available to any interested vendors. Staff also said the RFP had not yet been posted at the time of the meeting and that partners' requests and responses were being compiled.
No vote on a contract or vendor selection occurred on April 1. The board did approve other agenda items; members said the library matter would continue in upcoming agenda work and that the library board and staff would review proposals per the timeline described by administration.
