The Warren County Board of Supervisors voted to authorize advertisement for public hearings on a zoning text amendment and four associated conditional-use permits (consent agenda items 11–14). The authorization will place the items on the advertised public hearing docket for the board’s special meeting on April 29.
Several supervisors said the text amendment needs clarification before final action. Concerns raised during discussion included whether a “training facility” as defined in the amendment allows both indoor and outdoor activities; broad language allowing outdoor training could apply countywide, not just to the subject property. Supervisors also noted apparent inconsistencies between the broad language in the text amendment and the specific occupancy limits shown in some CUP drafts (for example, references to capacities “up to 100 people” where septic and building codes would normally determine occupancy).
Board members additionally said an e-mail from the county’s building inspections department indicated it did not support the CUPs because of open stop orders on affected properties; some supervisors argued that staff recommendations should be fully addressed before proceeding to final action. County counsel explained the board may authorize advertisement for public hearing without approving the underlying zoning changes, and noted applicants are entitled to a hearing once applications are timely submitted and fees paid.
After debate, a supervisor moved to authorize advertisement of consent-agenda items 11, 12, 13 and 14 for public hearing; the motion passed on roll call with all five supervisors voting Aye. The board chair and staff said the hearings would be on April 29 during a special meeting dedicated to the public hearings.
No final zoning decisions were made at this meeting; the authorization only schedules the public hearings. Supervisors urged members of the public to attend the April 29 hearing if they have questions or concerns.
