Warren County supervisors approve sanitary-district rate changes, exclude Shenandoah Shores fees

Warren County supervisors voted unanimously to approve requested sanitary-district tax-rate changes at a special meeting after a brief public hearing and discussion.
The action adopted a staff proposal approving rate adjustments requested by several sanitary districts — including Blue Mountain, High Knob and South River Estates — while excluding two fees for Shenandoah Shores. The board removed a $200 membership fee and a $400 tap-on fee from the motion before the vote.
The county’s staff summary presented the proposed changes during the hearing. Staff described the Blue Mountain request as a change from “$65 per [unit] plus 22¢ per hundred” to “$65 per [unit] plus 23¢ per hundred.” High Knob’s change was described as an increase in its unimproved-lot rate from $6.20 to $7.38 and a reduction in its improved-lot rate to $7.38; staff said the change would result in a uniform base rate plus 15¢ per hundred of assessed value. South River Estates’ request was described as moving from a $300-per-lot base “plus one-half percent per hundred of assessed value,” and staff said the district was “essentially doubling” an element of its rate after an earlier accounting error.
The board opened the public hearing; one resident, Gloria Celine of Shenandoah Farms, asked whether her district’s rates had changed. Staff replied Shenandoah Farms had left rates unchanged. No other public speakers registered.
Supervisor Mike Barry moved the approval “as presented with the exception of the $200 membership fee and the $400 tap-on fee for Shenandoah Shores.” An unidentified board member seconded. The clerk called the roll: Mrs. Cook—Aye; Dr. Jamieson—Aye; Mr. Chairman—Aye; Mr. Sandmeier—Aye; Mrs. Connors—Aye. The motion carried.
County staff said the sanitary-district rate requests originate from each district’s annual meeting and are typically tied to budget needs; board members asked whether the districts had provided underlying budgets and staff said those budgets are not routinely submitted to the county.
The board did not discuss water-rate changes for Shenandoah Shores; staff said that topic will be the subject of a separate ordinance next week.
The county intends to send approved rates to the treasurer and then to the printer as part of the tax billing process.
