Board approves two conditional-use permits for short-term rentals with health and safety conditions

The Warren County Board of Supervisors on the evening meeting approved two conditional-use permits allowing short-term tourist rentals at residences in Linden and Shenandoah Farms.
Planning staff said the first property, at 551 Jonathan Road in Linden (tax map 22B, block U, lot 9A), has an active health-department operation permit limiting occupancy to six people and a previously recorded zoning violation for operating a short-term rental without a permit. The board approved the permit with the conditions recommended by planning and zoning: compliance with Warren County Health Department, Warren County Building Inspections and the Virginia Statewide Fire Prevention Code; occupancy limits set by the health department; annual well-water testing for E. coli and coliform with results submitted to planning and health; septic servicing every five years with invoices provided to planning; and a clearly visible, illuminated 911 address sign meeting code subsection 80-6 requirements.
The second approval covered a four-bedroom dwelling at 168 Riley Court (tax map 15E, section 4, block 4, lot 74A) in the Shenandoah magisterial district. Staff said that property has a health-department permit allowing up to eight occupants and that Shenandoah Farms property owners’ association did not respond to a request for comment. The board approved the conditional-use permit subject to identical health, building-inspection, septic, well testing and signage conditions.
Both permits passed on roll calls in which the recorded votes were unanimous Ayes from the five supervisors present.
Planning staff reiterated that certificates of zoning for both permits will be issued only after the health department has approved the applicable records and that the permits were advertised and notified to adjacent property owners prior to the hearing.
Paul Bell, the applicant for 551 Jonathan Road, told the board he has added larger address numbers, clarified driveway directions in his rental instructions and purchased an illuminated address sign to reduce guest confusion with a neighboring driveway.
The hearing record shows no speakers from the public objecting to either application during the meeting.
