The Washington County Planning Commission voted to recommend that the Board of Supervisors rezone a 0.728-acre property at 24368 Moringo Road from B-2 (Business General) to A-2 (Agricultural General) so the owners can complete interior renovations and enlarge an existing dormer on the house.
Applicant Wendy Vandenberg told commissioners she purchased the house in October 2022 expecting it to be a single-family residence. She said contractors discovered the property had been assigned commercial zoning when they applied for building permits. The Vandenbergs said they want to enlarge a dormer and add modest bathrooms and laundry upstairs so the home is usable for their family.
Planning staff noted the house sits in a small B-2 pocket abutting larger A-2 parcels and described the property as a preexisting nonconforming use; staff and commissioners discussed the county ordinance on nonconforming uses and repairs, citing the provision that work may not expand exterior dimensions or usable cubic content beyond the pre-1971 condition without rezoning. Commissioners interpreted the proposed dormer work as an interior reconfiguration that would not enlarge the building footprint and voted to recommend approval to the Board of Supervisors. The Board is scheduled to hear the commission's recommendation on April 8.
