The court reviewed and accepted the county auditor’s February 2025 financial report and took several routine financial actions.
Auditor’s report: Auditor Darla Haynes reported a February fund balance of $45,028,884 and said receipt of a confinement grant eliminated a prior negative balance in Fund 490. The general fund had collected $23,502,423 as of February 2025 compared with $22,849,170 in FY24, an increase of $653,253 primarily from property taxes. The auditor reported net position for the general fund showed $2,184,839 more revenue than expenditures, and the Road & Bridge Fund had collected $5,427,132 versus $5,146,268 the prior year. The county’s debt position included $1,086,696 tied to a communications tower.
Line‑item transfer and bills: The court approved a requested transfer totaling $18,104.75 between line items and approved payment of regular bills. County staff noted a $30 correction to travel invoices in the auditor’s report and asked that the payment amount be approved at $302,275.46; the court approved the corrected total.
Payroll and ratifications: Commissioners approved payroll for 03/28/2025 and ratified a $20,435.84 payment/refund to the Texas Juvenile Justice Department for an unspent salary adjustment grant. Commissioners said grant restrictions prevented use of the refunded funds for overtime and noted vacancies covered overtime costs.
Contracts and grants: The court approved a business associate agreement with Gabriel, Roeder, Smith & Company (GRS) to provide an OPEB actuarial valuation for FY2026; staff noted the $16,000 engagement is within the county’s niche market and below formal bid thresholds. The court also approved submission of a grant application to the Texas Motor Vehicle Crime Prevention Authority for $112,250 to combat motor vehicle theft; commissioners were told the grant is an 80/20 split, with an estimated county match of $22,450 the first year and a smaller county portion thereafter.
Bank depository: Purchasing recommended, and the court approved, awarding the county depository and sub‑depository contract to Texas Bank and Trust, retaining current classifications of interest and non‑interest accounts. County officials praised the bank’s customer service.
Animal shelter interlocal: Commissioners approved an interlocal agreement between Harrison County and the City of Marshall for the county animal shelter, contingent on the Marshall City Commission’s approval and execution.
All motions listed above were approved unanimously by 5‑0 votes.
