The Harrison County Commissioners Court voted 4–0 to rescind order 2024-462 and to approve an updated interlocal agreement that would make Harrison County a partner, rather than a user only, in the Tex-1 radio system.
Lieutenant Mayes explained that the earlier agreement listed the county as a user. He told the court the updated agreement would make Harrison County a partner alongside the City of Marshall and that partner status could reduce user fees that would otherwise apply to a "user." "It will give us better control of our equipment," Mayes said, and added that partnership status should eliminate certain user fees paid by users but not by partners.
Mayes also advised the court about routing and signature procedures: paperwork should be returned through the Tex-1 representative rather than sent directly to Harris County so the interlocal agreement can be presented properly to all participating commissions. "Please don't do that. This has to go back through Tex-1," he said.
Commissioner Christian Ebarb moved to approve rescission and execution of the updated interlocal agreement; Commissioner Coos seconded. The motion passed 4 to 0.
No specific changes to operating budgets or a timeline for implementation were presented in the meeting; staff indicated administrative follow-up with Tex-1 was required.
