Superintendent brings ESTA and Title IX policy updates; board to vote in two weeks

Superintendent Hilton presented two policy packages from the district’s policy vendor outlining required changes to implement Michigan’s Earned Sick Time Act (ESTA) and recommended changes to Title IX procedures following the federal reversion to the 2020 regulations.
On ESTA, Hilton said much of the district’s existing leave language already conforms and noted the recommendation to define the ESTA benefit year as July 1–June 30. Staff recommended that hourly sick-time usage continue to be permitted on an hourly basis to align with district contracts. The ESTA hiring notice was presented; staff said the district may front-load prorated sick time based on estimated hours, but new hires would still have a 90‑day waiting period before accessing paid time under ESTA.
On Title IX, the superintendent said the district is proposing policy revisions that align with the 2020 federal regulations that focus Title IX investigations on sex-based harassment allegations. The district presented recommended Title IX personnel designations: Danielle Adamczak as Title IX coordinator and civil-rights/employment compliance officer, and Kim Foley as 504 coordinator. The proposed Title IX appeals process follows three grounds: procedural irregularity, new evidence, and bias; the superintendent and policy committee recommended not adding additional appeals grounds.
Hilton said both policy packages were reviewed and recommended by the policy committee; the board will receive the full policy language and vote in two weeks.
