Pulaski County Fiscal Court approves deputy judge appointment, multiple staff moves

Pulaski County Fiscal Court on an April meeting approved multiple personnel moves intended to maintain operations ahead of the park season and several upcoming projects.
Judge Todd asked the court to appoint Jeff Wilson to the new title of deputy judge to act as a liaison between the judge’s office and county department heads. “He will be keeping the same salary as he has now,” Judge Todd said when introducing the change. The court approved the title transfer in a roll-call vote that passed 4–1, with one abstention.
The court also approved the hiring of Rosa Abney as secretary to the treasurer to fill a vacant position in the finance department. Judge Todd emphasized, “That is not adding a spot. I want to emphasize this is not adding an employee.” The motion to hire Abney was made by Fiscal Court member Ranshaw and seconded by Fiscal Court member Turpin; the motion carried by voice vote.
Other personnel actions approved by the court included: - Transfer of Ryan Price from the road department to serve as parks manager for all county parks; the transfer carries no change in salary. The motion was made by Fiscal Court member Wheeland and seconded by Fiscal Court member Wilson; the motion carried by voice vote. - Re-hiring seasonal park employee Russ Loveless to return for mowing and maintenance work; motion by Wilson, second by Strunk; passed by voice vote. - Hiring Luke Gregory as an operator in the road department to replace a departing employee; motion by Strunk, second by Wheeland; passed by voice vote.
The court additionally said it will post two job openings: one for a road supervisor (assistant road supervisor) after Ryan Price’s transfer and one for an emergency management office manager/IT support position; the court approved posting those openings by motion.
Discussion vs. decision: several of these items were presented as personnel recommendations by the judge and carried by motions; Judge Todd repeatedly noted that the moves would not change salary levels for the affected employees. No motions to change pay rates were offered or adopted during the actions recorded.
