Limestone County commissioners approve pilot roadside spraying, form road-and-bridge committee and authorize technology, budget moves

Limestone County commissioners on an affirmative voice vote authorized a pilot right-of-way spraying program, appointed a five-person committee to study a new Road & Bridge facility, approved a $5,000 technology upgrade for court case access, and signed off on several budget transfers and proclamations during their meeting.

The actions address road maintenance and county operations: commissioners directed staff to solicit a quote for a spraying pilot covering 20 miles per precinct (about 80 miles total), appointed county employees and commissioners to a committee to examine a new Road & Bridge building and storage site, and approved a purchase to improve public access to court case records. The board also approved proclamations recognizing Child Abuse Prevention Month and National Public Safety Telecommunications Week, and moved multiple budget items including vehicle repair and overtime transfers.

Discussion on right-of-way spraying centered on efficiency, equipment limits and costs. A presenter for Road & Bridge noted in-house spraying capacity was limited (one 500-gallon sprayer and one tractor) and said a contractor estimated about $100,000 to spray roughly 2,000 miles countywide. Commissioners agreed to test the approach on a smaller pilot before committing larger funds and authorized staff to obtain a quote for roughly 20 miles in each precinct (about 80 miles total) to evaluate performance and cost-effectiveness.

On a separate infrastructure matter, commissioners appointed James Franzen, Ronnie Pettigrew, Bob Ford and Mike Anderson to a committee to explore feasibility and site options for a new Road & Bridge building and yard; one additional community member will be named later. Commissioners discussed needs for larger acreage for material storage, easier truck access and moving operations away from school areas; the board directed the committee to report back to the commission.

The commission also considered a technology proposal described as a court case access solution. The presenter said the upgrade would cost about $5,000 and that local attorneys had expressed support; commissioners voted to proceed, with the expectation fees for printing or subscription access could offset costs over time.

On subdivision regulations and utility agreements, commissioners discussed that county subdivision rules are dated and that enforcement capacity is limited by the county’s lack of a full‑time county engineer. The board directed staff to seek a consultant (named informally in discussion as Ted) to review subdivision rules, culvert/driveway permitting, and utility-agreement bonding and to recommend updates. That review will be folded into future agenda work rather than acted on immediately.

Several budget transfers were approved by voice vote: $8,750 for emergency management vehicle repair, $2,080 moved within the jail budget to purchase furniture and monitors for training space, and $20,000 moved from contingency to Road & Bridge overtime. The board discussed current contingency levels during the transfers.

Other formal actions included approving routine safety and court reports and a contract/collection equipment item described in the agenda. Commissioners also adopted two proclamations: Child Abuse Prevention Month and National Public Safety Telecommunications Week.

The board directed staff to return with quotes, drafts, or consultant proposals where indicated and to report back at a future meeting for any decisions that would carry fiscal commitments beyond pilot testing or consultant engagement.
