VDOT presents secondary six‑year plan; board adds Tranquility Lane as rural rustic project

Virginia Department of Transportation representatives updated the Dinwiddie County Board of Supervisors on maintenance, ongoing bridge work and the county’s Secondary Six‑Year Plan, and the board approved a resolution dedicating Tranquility Lane as a rural rustic road.
Darren French, assistant residency engineer for VDOT, told the board the Bain Road bridge replacement is proceeding and “they'll begin excavation next week, preparing for installation of the new structure … I do believe it's the July planning to be reopening that road.” French also described sign installations and routine inlet and shoulder maintenance across the county.
The VDOT presentation reviewed prioritized projects in the county’s Secondary Six‑Year Plan. French said Tranquility Lane is slated to begin construction in May and described Cherry Hill Road and Rees Road as next seasonal rural rustic priorities. He noted the plan’s tele‑fee funding will be used to cover increased project costs and hold smaller projects, such as Marmora Drive, in the plan for future funding.
County staff asked the board for consensus to set a public hearing on the Secondary Six‑Year Plan for May 20. County Administrator Kevin Massengill confirmed the hearing date and the board indicated consensus to proceed.
Later in the meeting, staff presented a separate resolution to formally dedicate Tranquility Lane as a rural rustic road — a required administrative step when adding a project to the secondary plan. The board voted unanimously to approve the resolution. The item was added to the agenda the same day and proponents described it as an administrative cleanup to allow work to commence.
The VDOT update also included routine maintenance notes: lifecycle sign replacement on Simpson Old Stage and Vaughn Road, inlet clearing in West Petersburg, and shoulder cleanup in advance of spring mowing. French said crews will continue to address truck restrictions and other hauling signage as needed.
Looking ahead, the board set the public hearing on the Secondary Six‑Year Plan for May 20 and approved the Tranquility Lane dedication so that the project may proceed into design and construction steps.
The board and VDOT staff declined to specify any further schedule changes beyond the July completion target for Bain Road.
