Jefferson County names Kenneth Shepherd 2024 Employee Excellence Award winner

At its April 15 meeting the Jefferson County Commissioners Court presented the 2024 Employee Excellence awards, honoring Kenneth Shepherd as the overall winner and recognizing two other finalists.
Kenneth Shepherd, superintendent of building maintenance for Jefferson County, was named the 2024 Jefferson County Employee Excellence Award winner during the Commissioners Court meeting on April 15, 2025. The court also recognized two finalists: Tammy Reagan, account clerk in the county tax assessor's office, and Victoria Schulz, media and grants coordinator for the Ben J. Rogers Regional Visitor Center.
The awards were presented as part of National County Government Month. A motion to present the 2024 employee excellence awards and adopt the accompanying resolution was moved and seconded and approved by the court. Judge Brannick read the resolution establishing the award and praising Shepherd's service.
The court honored Tammy Reagan with a $300 award and certificate; Victoria Schulz received a $350 award and certificate; and Kenneth Shepherd received a $700 award, a plaque to be displayed by the county clerk's office, and a certificate. Rosales, a human resources staff member who coordinated the event, described Shepherd as demonstrating "a strong work ethic" and said he "goes above and beyond," language echoed in the court's resolution. The resolution notes the award was established Dec. 4, 1995, and cites Shepherd's four years of service and leadership qualities.
Kenneth Shepherd thanked the court, his staff and family during brief remarks, saying, "I want to give thanks to all you commissioners ... I just want to give honor to God as well and I want to thank each and everybody here." The court then invited attendees to a reception in the lobby.
Why it matters: The award recognizes county employees for leadership, reliability and service capacity during National County Government Month and serves as a public acknowledgment of staff whose work county officials said supports daily operations across departments.
Additional details: The court named the panel of volunteer judges who selected the finalists: Samantha Rito, Russell Wright, Angela Caraway, Derek Copes and Mercedes Wautler. County staff McKenna Bertrand, Brandy and Kelsey coordinated the event and the awards presentation.
