Missy Hardy of Buffalo Trace Area Development told the Lewis County Fiscal Court that the county received a hazard-mitigation grant for development of a debris-management plan and that Buffalo Trace was contracted to prepare the document under a prior administration.
Hardy said the grant is reimbursable and estimated about $60,000 in federal funding for the project. She described a phased payment schedule in which the county would receive reimbursements in approximately $10,000 segments as work is completed. The county will be responsible for a 13% match, Hardy said, and community meetings will be part of the plan-development process.
Court members asked whether the plan covers floods only or other hazards; Hardy replied it is an "all-hazards" debris-management plan, addressing scenarios such as flood and tornado cleanup and detailing who will remove, transport and store debris in the event of a large incident.
Buffalo Trace said the plan will be completed in steps and that the county will be reimbursed as milestones are met. The presentation was informational; Buffalo Trace representatives said invoices for completed work will be submitted to the county.
