Carroll County issues two proclamations, approves Warfield Fire Department request and introduces new EMS director

Carroll County Fiscal Court on meeting day adopted two proclamations — designating March 2025 as Social Work Month and April 2025 as National Child Abuse Prevention Month — approved a request from the Warfield Fire Department for fiscal-year 2024, and introduced the county's newly hired emergency manager and EMS director.

The court read and adopted the social work proclamation recognizing social workers employed by the Kentucky Cabinet for Health and Family Services and by the Carroll County School District for work with children and families. The proclamation text read in the meeting stated in part: "Whereas the 2025 social work month theme, social work compassion plus action, embodies that social workers meet the challenges every day to make our community a better place to live and work for all people." The court then adopted the proclamation by voice vote.

The court also adopted a proclamation declaring April 2025 Child Abuse Prevention Month and noted regional child-welfare data cited in the proclamation: "In February 2024 through January 2025, there were 11,596 reports alleging dependency, neglect, and abuse of children in the Northern Bluegrass Region that encompasses Carroll County, Kentucky," a figure noted in the proclamation text read to the court. The court adopted the child-abuse prevention proclamation by voice vote as well.

The fiscal court approved a late-year request from the Warfield Fire Department for 2024 payments after the department submitted paperwork late. A motion to accept the request passed by voice vote.

During the session the court announced it has hired Mike Radcliffe as the county's emergency manager and EMS director; Radcliffe addressed the court after the announcement, saying he would "work hard to do a good job in the community" and invited court members and the public to contact him with questions.

The court also discussed scheduling: the next fiscal meeting was set for April 15; an April 21 work session was also scheduled. The court reminded departments to submit agenda items on the timetable set for publication.

Several social workers, school counselors and representatives of the Kentucky Cabinet for Health and Family Services were recognized by name during the social work proclamation reading, and schools and the courthouse square were noted as participating in child-abuse prevention awareness by displaying blue pinwheels for the month of April.

The proclamations and the Warfield Fire Department request were adopted by voice votes. No formal roll-call vote tallies were recorded in the meeting transcript for these items.
