Kendall County commissioners approve multiple routine measures, award contracts and back road and school infrastructure plan

Kendall County Commissioners Court took a series of votes and approvals on April 8 covering routine business, contract awards and a school/road coordination petition. Most measures passed unanimously or by clear majority; several items were approvals of staff recommendations intended to implement maintenance, solid-waste and facility projects.

Key outcomes

- Proclamation: The court proclaimed April 2025 as County Government Month in Kendall County. Motion carried 5–0.

- Consent agenda: Minutes, donations, financial reports, surplus property disposition and related items (consent items 7a–7g) were approved 5–0.

- Corley Road relocation petition: The court unanimously approved a petition from Pulte Group, Boerne Back LLC and Boerne ISD to relocate a portion of Corley Road, dedicate right-of-way, construct the roadway and abandon a portion of old right-of-way upon acceptance of improvements. Commissioners said the revised plan removed the earlier proposed abandonment and addressed a late-discovered utilities concern from the City of Boerne; vote was 5–0.

- Accounts payable: The court approved accounts payable and vendor claims totaling $1,353,939.51. Motion carries 5–0.

- Seal coat work: The court awarded the 2025 seal-coat contract (base bid and alternate 1) to Clark Construction. Motion carries 5–0.

- Waste disposal services: After receiving revised final offers, the court awarded Comfort and Boerne solid-waste site work to Alamo Disposal and most remaining county sites (animal control, EMS stations, road & bridge, parks and others) to Hill Country Waste Solutions. Motion carries 5–0; contracts to be finalized for signature.

- Flooring contract: The court approved a contract with Ace Floor Solutions LLC for first-floor courthouse flooring replacement (cooperative buy-board contract). Motion carries 5–0.

- Subaru Loves Pets grant application: The court authorized filing the application and accepting an invitational award of $4,000 from Subaru Loves Pets / ASPCA to support the county animal shelter’s adoption event work. Motion carries 5–0; no local match required.

- Administrative/regulatory updates: The court approved revisions to groundwater availability report requirements (aligning with Cow Creek groundwater criteria) and a revision allowing engineered detention to be located within setbacks when modeling shows no adverse downstream impacts. The groundwater-rule revision passed 5–0; the detention-in-setback change passed 4–1 (the county judge opposed).

- Guidance for non-life-safety code violations: The court approved guidance for the county engineer’s office on processing non-life-safety development regulation violations, including a direction that staff should attempt in-person contact when the property owner is present before leaving written notice. Motion carries 5–0.

What this means

Most votes implemented staff purchasing recommendations and engineering rule updates. The Corley Road approval reflects interjurisdictional coordination among the developer, Boerne ISD and the City of Boerne on utilities and landowner concerns. The awards for waste disposal and seal-coat work assign operational vendor responsibility for county sites; purchase contracts remain subject to final contract drafting and signature.

Items deferred or pending

- The updated interlocal agreement for radio services and equipment with LCRA was reviewed but returned to staff for final contract language and indemnity edits; no final signature occurred at the meeting.

- Several procurement contracts require formal contract drafting and will return for signature after vendor contracts are prepared.

The court also heard a presentation on DAS Greenhouse, a local small-business incubator and entrepreneurship program, and an update on the Kendall County Historical Jail museum and upcoming historical-marker dedication.
