Pike County awards bridge construction bids for 12 of 15 sites; three sites move to negotiation

Pike County Fiscal Court approved awards for bridge design and construction under bid 03-2025, covering 12 of 15 bridges bid. County staff reported two bidders — Boca Enterprise of Elkhorn City and Wright Concrete and Construction — submitted bids on 12 bridges; three bridges received no bids.
Staff presented line-item results for 15 bridges. Boca Enterprise was the low bidder on seven sites with a combined low-bid total of $3,155,000; Wright Concrete was the low bidder on five sites with a combined low-bid total of $758,385. The three sites with no bids (Middle Elk stopover, Kaiser Lane in Canney, and Smith Bottom Loop at Sidney) will move to noncompetitive negotiations so the county can complete the projects under KRS 45.380, as staff recommended.
The court moved to award the bid as recommended; the motion carried on roll call with Commissioners Scott, Atkins and Lewis recorded as voting yes. Staff noted scheduling and construction timing concerns and said they were not optimistic that all bridges could be completed in the same time period, but recommended proceeding with the awards and negotiation for the unbid sites.
Assigned sites named by county staff included: sites 1, 4, 8, 9, 10, 11 and 13 to Boca Enterprise; sites 2, 3, 5, 7 and 15 to Wright Concrete and Construction. Staff also identified that site 6 (Middle Elk), site 12 (Kaiser Lane) and site 14 (Smith Bottom Loop) received no bids and would require alternative contracting per KRS 45.380.
