Commission endorses hosting a Vision Zero outreach coordinator for western North Dakota

The Stark County Commission on April 1 endorsed partnering with the North Dakota Association of Counties to host a Vision Zero outreach coordinator whose region would be centered on Stark County and cover an approximately 11-county western North Dakota area.

Ryan Downer of the Association of Counties described the Vision Zero outreach model—coordinators deliver education, data analysis, professional development, and corridor work to reduce traffic fatalities and serious injuries. The position would be a county employee (paid by the county’s payroll and benefits structure) with full reimbursement of salary, benefits and approved expenses through federal National Highway Traffic Safety Administration (NHTSA) funds administered through the state DOT and the Association of Counties. The county’s in-kind contribution is primarily office space; reimbursable items include cell phone and technology expenses. The Association detailed monthly reimbursement procedures.

Commissioners discussed vehicle needs and insurance; litigation risk and mileage were raised but noted that other host counties provide county vehicles or use state contract rentals and submit mileage or rental reimbursements. Commissioners voted to endorse the arrangement and to work out operational details (office location, vehicle arrangements) with the Association and county staff. The motion passed by voice vote.

The county will proceed with job description, recruitment mechanics and space planning; the Association will provide program oversight and monthly reimbursement.
