Stark County board approves $2,585 in general bills and $23,561 in special-project expenses

The Stark County board approved two bill packages during its meeting, voting to pay $2,584.82 from the general fund and $23,561 from the special-project fund.
Board members said the general fund payment covered routine operating costs. The special-project payment included a $7,500 invoice from GT Architecture for a code analysis of livestock-building plans and a roughly $16,000 invoice from a sign vendor for motorsports-park signage that has been manufactured but not installed.
Lisa Heizer, staff member, said the sign was produced about a year ago and stored at the fairgrounds after the vendor delivered it amid a vendor transition. "The funds for that signage...it was allotted, I think it was $125,000," Heizer said, referring to earlier ARPA (American Rescue Plan Act) allocations that funded several fairgrounds projects. She told the board the sign remains in storage until the county decides whether to install it along the highway or repurpose it.
Board members asked whether ARPA funds were the source for the signage payment and whether unused ARPA money was moved into the special-project fund; Heizer said she believed the ARPA allocation had been transferred into the special-project account but said she would confirm with the auditor.
On both motions the board voted by roll call. For the general-fund bills, the minutes record the following votes: Paul — Aye; Dean — Aye; Bernie — Aye; Neal — Aye; Chair — Aye; Jason — Aye; Corey — Aye. For the special-project fund bills the same voting members recorded aye votes and the bills were approved.
Board members discussed installing the large motorsports-park sign only if there is a viable operator or lease for the facility, noting installation and subsequent leasing costs could exceed the benefit if no operator is found. One board member suggested repurposing the sign for other county needs if the motorsports park remains without a tenant.
The board moved on to other agenda items after the approvals.
