Dougherty County staff recommended accepting a proposal from Goodwin Mills Caw (GMC) of Atlanta to provide consulting services for a joint Albany–Dougherty comprehensive plan update, at a total contract price of $220,230, with the county responsible for 50% of the cost ($110,115), Assistant County Administrator Barry Brooks told commissioners April 14.
Why it matters: Paul Forgy, the shared planning director for the city and county, told the commission the comprehensive plan is statutorily required and due by the end of fiscal year 2026. Brooks said the county intends to include the $110,115 share in the FY26 general fund budget; staff had earlier intended to budget the item in FY25 but did not.
Plan integration: Brooks said the county will align its strategic plan priorities with the comprehensive plan and expects the consultant to help the city and county produce a document that the county can actively use for policy and capital planning. The staff team indicated the procurement process involved purchasing staff and a shared planning director.
Next steps: The recommendation was presented as a funding commitment for FY26; staff and the consultant will begin the plan process with stakeholder outreach and work with the MPO and county strategic planning.
