County authorizes staff to pursue easement so property owner can install septic drain field

Williams County authorized parks staff to work with county legal/staff to prepare an easement that would allow property owner David Hill to place a septic drain field that relies on access to a full acre on park land adjacent to Lot 102 at Blacktail.
Jeremy Ludlow told the board that county rules require at least one acre for a drain field and that the county has previously granted easements to allow owners to reach an acre when necessary. Ludlow said David Hill is not seeking immediate action this month; his goal is to fill the drain field during this construction season and move a house onto the property next year. Staff will work with county staff (Karen) to draft the easement and include any standard stipulations the board requires.
A motion to allow staff to prepare the easement and proceed was moved and seconded and passed on roll call. Board members asked that the installed line include tracer wire so the drain field location can be identified during future construction.
Why it matters: The easement would allow an adjacent private property owner to meet septic requirements tied to a one-acre minimum and avoids denial of building plans pending septic access. The board did not approve the easement today but authorized staff to prepare the documents for future formal approval and implementation.
Staff direction included preparing a standard easement, ensuring tracer wire is installed for future location, and returning with the final easement for records and signature.
