The Midland County Commissioners Court on Feb. 18 approved several personnel and pay adjustments across county departments, including pretrial intervention (PTI) staffing, attorney hiring policy, and a temporary overlap hire in the elections office.
Pretrial intervention: The court approved creating a new position funded from the PTI fund at grade 13, step 15 to serve as an intake person to address increased PTI workload (item 13). The court also approved modifying an existing PCN (PCN17063-003) from grade 11 to grade 13 to reflect a changed job function; commissioners were told this would reduce payroll costs relative to the prior long-tenured occupant and allow the county to fill the vacated position at a lower step. The county told the court the net effect would save the county an estimated amount (discussed as $30,000–$40,000 in the meeting) compared with continuing the previously filled step.
Assistant district attorneys (ADAs): The court authorized the district attorney to hire entry-level ADAs at grade 1 initially and raise them to grade 3.5 after they receive bar results and complete probation. The DA explained the practice would allow hires to start at a lower step during the short period before their license appears on record and then be moved to grade 3.5 once licensed.
Elections assistant trainee: The court approved the elections administrator’s request to hire a replacement assistant ahead of the incumbent assistant’s retirement to allow overlap and training. The elections administrator asked to begin the trainee in March to ensure adequate training before an upcoming May election and requested the hire start at a higher step (grade 19, step 3) than the bottom step; commissioners discussed step structure and longevity before approving the temporary hire.
