Midland County court authorizes HR to coordinate pre-employment testing after debate on process

MIDLAND, Texas — Midland County Commissioners on April 1 voted to transfer $5,000 to Human Resources and authorize the HR director to coordinate pre-employment testing and the hiring process, following extended discussion about recordkeeping and departmental roles.
The transfer was proposed after multiple county officials described a fragmented onboarding process in which candidates and departments sometimes traveled between offices for background checks, drug testing, motor vehicle reports and payroll paperwork. Supporters of centralizing the pre-employment steps said consolidating coordination in HR would reduce confusion and duplication; others said the treasurer’s office must retain access to medical records and payroll documentation.
County Treasurer/Payroll staff said medical-review reports and drug-test records must be retained in the payroll records the treasurer’s office holds. HR representatives said they and departmental hiring managers should be able to initiate drug testing and prescreening to prevent hiring candidates who would later fail required checks.
After discussion the court approved moving $5,000 into HR’s budget “to coordinate pre-employment testing for the hiring process.” County staff were directed to coordinate invoicing, chain-of-custody and record access between HR and the Treasurer’s office; the court recorded the motion as passed and asked staff to return to the court with a finalized, digitized onboarding flow.
Ending: The court directed HR and the Treasurer’s office to work out operational details, including invoicing and electronic forms, and to report back with an implementation plan.
