Midland County commissioners approve routine transfers, interlocal agreements and event support

MIDLAND, Texas — The Midland County Commissioners Court on April 1 approved a package of routine motions that included line-item transfers, interlocal agreements, operational repairs and a $50,000 payment to the Midland Chamber for the Star Spangled Salute.
The court approved a set of line-item transfers across departments, signed two interlocal agreements (one with Ector County to share extension agents and an MOU-related reimbursement arrangement with Culberson County for a District Attorney position), and authorized payment of $50,000 to the Midland Chamber of Commerce to support this summer’s Star Spangled Salute event.
Other actions taken included: authorization for HR to coordinate pre-employment testing after a $5,000 transfer to that department; approval of a memorandum of understanding on commercial exploitation care coordination for the county’s care coordination team; renewal of a care coordination agreement with PremierCare for Veterans Court and Mental Health Court; authorization to repair a jail body scanner; approval of a motor-grader repair estimate greater than $10,000; and authorization to use a standard architect services contract for future county projects.
The court also approved a variety of operational and land-use items: installing no-parking signs on West County Road 120, allowing Justice of the Peace Precinct 1 to use former CIU offices for juvenile diversion clerks, vacating an Industrial Loop right-of-way to Endeavor Diamondback, approving a developer variance for access to the Al addition plat, and approving a design task order with Magnum (Magram) for reconstruction and design work on County Road 1140 and County Road 140.
The court accepted audited financial statements for October 2024 through January 2025 and acknowledged routine bills and wire transfer corrections. It also approved internal salary-grade adjustments in the District Attorney’s office, and created a new DA position to be funded under the Culberson County MOU at $65,000 plus benefits and reimbursed by Culberson County.
Votes recorded during the meeting indicated unanimous support for the listed motions unless otherwise noted on the record.
