Bossier Parish School Board approves reclassification of EL coordinator to 12-month EL supervisor

The Bossier Parish School Board on March 20 approved a revised job description to reclassify the district’s English Learner (EL) coordinator position into a 12-month EL supervisor role.
School administrators told the board the change responds to a recent increase in EL students and new accountability requirements. Wayland Bates, assistant superintendent of curriculum and instruction, said the district’s EL enrollment rose from about 750 students when the current coordinator took the job to roughly 1,150 today, “so that’s a 400-student increase.”
Bates and Terry Howe, the district’s human resources director, said the supervisor would have expanded responsibilities, including evaluating teachers under the NIET model, representing the district at state and national conferences, and submitting state and federal EL initiatives on behalf of Bossier Parish. Jason Rowland, superintendent, and staff said the position should likely be filled by someone with prior administrative experience.
Administrators told the board the change would not increase general-fund spending. The position would move from a 10½-month coordinator to a 12-month supervisor and continue to be funded from federal Title I and Title III grants under the district’s stated 60/40 formula.
Board members asked clarifying questions about current staffing and retirement timing. Staff said current coordinator Lori Gore is retiring this year, which the district said makes this the proper time to reclassify and fill the role at the higher supervisory level.
Board member Bertrand moved to approve the revised job description; the motion was seconded by Board member Poole and passed.
