Zoning panel approves CSM to create town turnaround; outlot to be transferred to Town of Darien

The Walworth County Zoning Committee on March 20 approved a certified survey map (CSM) that would create an outlot the Town of Darien intends to acquire and use as a turnaround for a town road.

Committee staff said the CSM, submitted by Dean Kinkade Incorporated, creates a single outlot located at the west end of a town road that now dead-ends, and that the plat contains a note stating “Outlot 1 is to be used for roadway purposes.” The town of Darien has approved the CSM and the county Department of Administration reviewed it, staff said.

Applicant representative Kristen Belongia of Badamin, 1040 N. Wisconsin St., told the committee she was available to answer survey questions and that the property owner has an offer to purchase pending the CSM approval.

Committee member Richard Kunki Sr. moved to approve the CSM; the motion was seconded by Grabowski. The committee voted in favor and the motion carried.

Staff recommended that, once created, Outlot 1 be transferred to the Town of Darien and used for roadway purposes. Committee discussion noted the outlot’s primary benefit would be to the town and staff said the town had been involved in the transaction.

The committee did not attach additional conditions beyond the plat note and the county review, and staff confirmed the sanitation, planning and land conservation divisions raised no concerns.

The committee advanced the CSM approval at the meeting; the transaction and transfer to the town will proceed outside the committee process as a property conveyance between the private owner and the Town of Darien.
