Staff explained the regional sewer district’s historical structure: when the district was formed, Ogden City negotiated a veto vote to secure participation; that veto right has, staff said, affected subsequent district decisions including rate design. Committee members asked whether the city could rebill residents based on water usage. Staff said the district charges are imposed on member jurisdictions, which then allocate costs locally; the city can bill residents as it chooses, but reconciling district billing to household consumption is administratively and technically difficult.
The group also discussed Pine View and the statewide push to meter secondary (irrigation) water. Staff said some Pine View meters have experienced rapid wear because of dirty water; the district and other providers are discussing ultrasonic meters and meter replacement timing. Staff noted the statewide meter mandate has a firm deadline in the statute or regulation referenced by staff and that municipalities are watching whether timelines shift.
Committee members asked for additional technical detail on expected Pine View replacement costs and how park allocations will be handled under metering. Staff committed to returning with more specific allocation and cost estimates.
