Commission approves Stevens 1-lot subdivision at Jake Drive; utilities and stubbed right-of-way addressed

The Planning Commission on Feb. 11 approved the preliminary plat for the Stevens 1‑lot subdivision, a 4.738‑acre parcel off Jake Drive in the far northeast part of the cove. Staff recommended approval with conditions from the engineer’s report, the technical review committee (TRC) memo and the staff report.
Scott Hess and TRC members explained that one-lot subdivisions are uncommon because staff cannot accept dedication of public improvements for an isolated one-lot public street; in this case the applicant proposed to extend Jake Drive about 200 feet to meet minimum frontage and preserve the right-of-way so future development is not blocked. Staff said the right-of-way will be shown on the plat now; full road improvements (asphalt, curb and gutter) would be deferred until further development occurs.
Engineering and utility reviews found culinary water and secondary water service available at the proposed house location within current pressure limits, and staff said sewer service is feasible; smaller/individual measures (such as an in-house pump/grinder) may be needed depending on finished basement elevation. The secondary water provider indicated a will-serve letter would be issued after its board meeting (the representative at TRC said the provider is willing to serve the lot and expected to provide the formal letter shortly).
The commission approved the preliminary plat with conditions that reflect engineering, TRC and staff comments. Staff noted that further development uphill would likely require a higher culinary-water tank to serve additional properties; that long-term infrastructure question did not prevent approval of this single-lot subdivision for the house as proposed.
The applicant team confirmed they will finalize plat signature blocks and submit the final plat and improvement plan information in follow-up steps required for recording and building-permit review.
